وزارة التنمية المحلية تجرى زيارة ميدانية لمواقع تنفيذ مشروعات مصرف كتشنر مكون المخلفات الصلبة

تنفيذاً لتوجيهات القيادة السياسية بضرورة متابعة أنشطة مشروع تحسين نوعية المياه

بمصرف كتشنر مكون المخلفات الصلبةوالتي يتم تنفيذها الآن على أرض المحافظات المعنية

وبناءً على تعليمات اللواء هشام آمنة وزير التنمية المحلية بضرورة متابعة الموقف التنفيذى وتذليل كافة المعوقات من أجل سرعة التنفيذ والانتهاء من المشروعات المخططة .

قام فريق وحدة تنفيذ مشروع تطهير مصرف كيتشنر بالوزارة

واستشارى متابعة التنفيذ تحالف شركة ليبان كونسلت وريكرى وايجيس (Liban Consult – RECREE- EGIS)

واستشارى قياس الأثر البيئى والإجتماعى شركة ايكوكونسرف EcoConserv

بعمل زيارة ميدانية فى محافظتى كفر الشيخ والغربية للوقوف على آخر المستجدات

ومتابعة الموقف التنفيذى بعد تسليم أراضي المشروعات التى تم التعاقد عليها للمقاولين للبدء فى تنفيذ الاعمال .

كما رافق وفد وزارة التنمية المحلية المهندس على عبد الستار سكرتير عام مساعد محافظة الغربية

و الدكتور محمود زهران مديرعام إدارة المخلفات بمحافظة كفر الشيخ

حيث تم التنسيث مع المحافظات لتوصيل المرافق المطلوبة للأراضي التى تم تسليمها لتنفيذ المشروع

وتمهيد الطرق المؤدية للأراضى التى ينفذ عليها المشاريع والعمل على إزالة أية تحديات تواجه التنفيذ.

حيث قام الفريق بزيارة موقع انشاء المحطة الوسيطة بنيشيل مركز قطور لمحافظة الغربية

والتى تنفذه الشركة الثلاثية للإعماروالمقاولات بتكلفة 1.8 مليون يورو وبطاقة استيعابية 300 طن /يوم

كما تم زيارة موقع تنفيذ مشروع تصميم وانشاء مصنع تدوير ومعالجة المخلفات الصلبة فى محافظة كفر الشيخ

والذى تنفذه الشركة العربية البريطانية للصناعات الديناميكة احدى الشركات التابعة للهيئة العربية للتصنيع بتكلفة 8.2 مليون يورو والذى يعمل بطاقة استيعابية 600 طن/يوم .

وقد قام الوفد بمتابعة تنفيذ الاعمال والتأكد من اتباع كافة معايير السلامة والصحة المهنية والبيئية أثناء مراحل التنفيذ

حيث أكد مسؤل السلامة والصحة المهنية بفريق وحدة تنفيذ المشروع على ضرورة الالتزام بكافة معايير الصحة والسلامة المهنية فى مواقع المشروع

بما يتماشى مع معايير البنك الاوروبى لإعادة الأعمار والتنمية والكود المصرى.

وأكد استشارى قياس الاثر البيئى والاجتماعى انه تم اعداد دراسة تقييم الأثر البيئي والاجتماعي للمشروع وفقاً للقوانين المصرية ذات الصلة

بالإضافة الي المعايير والمتطلبات الدولية حيث أنشأ البنك الأوروبي لإعادة الإعمار والتنمية (EBRD) مجموعة متطلبات أداء (PRs)

صدرت في عام 2019 لتوجيه المشاريع التي يسعى إلى تمويلها حيث تغطي هذه المتطلبات الجوانب الحاسمة للمسؤولية البيئية والاجتماعية طوال دورة حياة المشروع.

وهي تشمل تقييم وإدارة المخاطر البيئية والاجتماعية، وظروف العمل وكفاءة العمل

كفاءة استخدام الموارد ومنع التلوث ومكافحته ، وصحة المجتمع وسلامته، وحيازة الأراضي وإعادة التوطين

والحفاظ على التنوع البيولوجي، مما يعكس تعزيز التنمية المستدامة

وضمان الالتزام بالمعايير البيئية والاجتماعية، وتعزيز المساهمات الإيجابية للمجتمعات والبيئة.

ان مشروع تحسين نوعية المياه بمصرف كتشنر مكون المخلفات الصلبة

هو مشروع خططت له الدولة المصرية من أجل تطوير منظومة إدارة المخلفات الصلبة فى الثلاث محافظات

التى تقع فى نطاق مصرف كتشنر من أجل تحقيق أعلى عائد بيئى واقتصادى مستدام

مما يساعد فى تنفيذ الاستراتيجية الوطنية لتغير المناخ حيث يمول المشروع بقرض من البنك الاوروبى

لاعادة الاعمار والتنمية EBRD بقيمة 79 مليون يورو ومنحة من الاتحاد الاوروبى EU بقيمة 8 مليون يورو

حيث سيكون للمشروع آثار إيجابية لتحسين الصحة العامة والظروف البيئية والاستدامة الاقتصادية و زيادة الأداء وتحسين كفائة إدارة المخلفات الصلبة.

The Ministry of Local Development conducts a field visit to the implementation sites of the Kitchener Drainage Depollution projects – solid waste component.

Pursuant to the directives of the political leadership that the activities

of the water quality improvement project in Kitchener Drainage are being implemented

now on the ground should be followed and upon the instructions of Major General Hisham Amna

Minister of Local Development, to follow The executive position and overcome all obstacles in order to speed implementation and finish the planned projects.

A project implementation unit team at the Ministry

a follow-up implementation consultant for Liban Consult and RECREE- EGIS،and the environmental

and social impact measurement consultant for EcoConserv conducted a field visit in Kafr El Sheikh

and Gharbiyeh governorates to follow the latest developments and the executive position after the handover of contracted projects to contractors to start implementing the works.

Also accompanied by the delegation of the Ministry of Local Development, Mr. Eng. Ali Abdel Satta

Assistant Secretary-General of Gharbia Governorate, and Dr.

Mahmoud Zahran, General Director of the waste Department in Kafr Al-Sheikh Governorate

where coordination was made with the governorates to do the required facilities for the lands that were handed over to implement ( water and electricity )

also paving the roads leading to the lands on which the projects are implemented and remove any challenges or obstacles facing implementation.

The team visited the Neishil transfer station construction site in the governorate of Gharbia

which is implemented by the Al Tholathia for Construction and Contracting Company at a cost of 1.8 million euros and with a capacity of 300 tons/day.

It also visited the site for the construction of the project of the Kafr Al-Sheikh MPT in the governorate of Kafr Al-Sheikh

which is implemented by the Arab British Company for Dynamics

one of the companies of the Arab Organization for Industrialization

for 8.2 million euros and which operates with a capacity of 600 tons/day

The delegation followed the implementation of work

and ensured that all occupational and environmental safety and health standards were followed during the implementation phases.

The project implementation unit team’s occupational safety and health officer stressed the need to adhere to all

occupational health and safety standards at project sites in line with the EBRD standards and the Egyptian code.

An environmental and social impact measurement consultant confirmed that environmental

and social impact assessment studies were prepared for the project per the relevant Egyptian laws and international standards and requirements.

The European Bank for Reconstruction and Development (EBRD) established performance requirements set (PRs) issued in 2019 to guide the projects it seeks to finance.

These requirements cover crucial environmental and social responsibility aspects throughout the project life cycle

should be noted that the Kitchener Drainage Depollution project

a solid waste component, is a project planned by the Egyptian State to develop a solid waste management system

in the three governorates on Kitchener drainage in order to achieve the highest sustainable environmental and economic return.

The project will be supported by a loan from the European Bank for Reconstruction

and Development worth 79 million euros and a grant from the European Union worth 8 million euros.

The project will have positive effects to improve public health and environmental conditions Economic sustainability

increased performance, and improved efficiency of solid waste management.
